Adele Harrison Middle School The name of this committee
shall be Adele Harrison Middle School Site Council The purpose of this council
shall be to: 1. Approve the annual School Wide Action Plan
and budget(s) for categorical
and special funds received. 2. Have on-going responsibility to review
with the principal, teachers, other school wide personnel, students, and
parents, the implementation of the School Wide Action Plan and to periodically
assess the effectiveness of this plan. 3. Annually review the School Wide Action
Plan, recommending modifications to reflect changing improvement needs and
priorities, along with recommending changes in the categorical budget(s)
consistent with the Education Code. 4. Take other actions as required by the
Education Code or District. 5. Maintain positive communications within
the school and between the school and the community. 6. Communicated with the District and the
school board regarding the progress of the School Wide Action Plan and the
expenditures of funds. 7. The principal ultimately remains
responsible for decisions to implement the plan and which are necessary for the
administration and supervision of the school in accordance with section 78.0 of
the California Administrative Code. Section 1 - Size 1. The minimum size of the School Site
council shall be ten (10) members, constituted in accordance with the following
diagram: 2. Classroom teachers shall comprise the
majority of persons represented under sub-division (s) of the Education Code,
section 52012. 3. Council members representing parents
and/or community members may be employees of the school district but may not
service as a parent representative at the site of employment. Section 2 - Selection 1. Members shall represent the varying
groups/programs at Adele Harrison Middle
School, receiving input from their respective groups on a regular basis. 2. Parents/or other community members (5)
shall be selected by representative groups. Each spring, parents will be informed about the Site Council
and of the procedures to become a member.
An election will be held in the fall. Parent or Other Community Members will be: a. (1) ELAC Parent Selected by ELAC b. (1) Student/Community Member selected
by Student Leadership Class c. (3) Parent/Community Member selected by
Parents 3. Certificated personnel (3) shall be
nominated and elected by the total staff. 4. Principal (1) will be a permanent
member. 5. Classified personnel (1) shall be
nominated and elected by classified personnel. 6. Alternates for each of the groups will
be selected, attending all meetings as interested and voting as needed in the
absence of regular voting members. 7. All interested persons shall have an
opportunity to attend the council meetings and receive minutes of the School
Site Council meetings. Section 3 - Resignations Resignations will be accepted
only upon written notice to the facilitator. If a parent resigns, the alternate parent will fill the
position. Section 4 - Term of Service The term of service of the
selected members of the SSC shall be for a minimum of two (2) years, (with the
exception of the student representatives) from the first SSC meeting through
the first SSC meeting of the following year. Council representatives may be re-selected by their own
representative groups for more than one term, but not more than three (3) terms
consecutively. All members shall open, with
an minimum of four meetings held each year. Notice of the meeting time should be made in advance. Special meetings will be called as
needed upon the request of two or more SSC members. A simple majority of the
membership of the SSC shall constitute a quorum. A quorum shall be present before a vote shall be taken. Section 1 -- Leadership The members of the SSC shall
appoint and approve a facilitator, and a recorder, annually. Section 2 No member shall hold the same
position more than two consecutive years. Section 3 Should the facilitator or
recorder resign before new selection are made, the SSC shall appoint a member
in good standing to assume the leadership duties until a selection can be made. Section 1 It shall be the duty of the
facilitator to preside at all meetings. Sections 2 In the absence of the
facilitator, the principal shall assume the duties of the facilitator. Section 3 Should the facilitator or principal
be unavailable, the recorder shall preside. Section 4 The recorder, facilitator, or
school clerical staff shall keep the minutes of all meetings, send notices of
meetings and/or agenda, attend to correspondence, and send out publicity as
directed. It shall be the duty of all
council members to: 1. Attend and actively participate in all
meetings 2. Accept positions as officers or
sub-committee members when so appointed or elected unless unable to carry out
the duties entailed. 3. Any regular member missing three consecutive meetings will
be dropped from the SSC. Vacancies
shall be filled for un-expired terms by an alternate, selected and approved by
the majority of the SSC. The Facilitator shall
establish or abolish such committees as he/she considers necessary at any time
or as directed by a majority of the members present. These by-laws may be amended
at any regular meeting by a two-thirds vote of the membership. Article X - Operating
Procedures A set of operated procedures
will be written and approved by the SSC each year to allow for changes which
may be necessary. Appendix A (Original Appendix
A Deleted) Attached to the Bylaws will
be the names of the SSC members, designated leadership and alternates selected
